DOMESTIC BIOGAS LOAN

SIGNING CEREMONY OF COOPERATION AND FINANCING AGREEMENTS BETWEEN MININFRA - BPR – FMO
KIGALI SERENA HOTEL; 21st May 2009

Today, 21st May, 2009, Banque Populaire du Rwanda will formally enter into partnership with the Ministry of Infrastructure and FMO concerning a new lending product to be launched by our Bank: DOMESTIC BIOGAS LOAN - INDUHURAMURYANGO

This partnership will be concretized by the signing of 2 agreements:
1. Lending agreement between BPR and the Netherlands Development Finance Company (FMO)
Under this agreement, FMO provides BPR with a 6 year loan of 4 million Euros (approximately 3.1 billion Frw) within the framework of promoting the use of renewable energy, specifically domestic biogas in Rwanda. Banque Populaire du Rwanda will use this fund to provide credit to farmers who want to invest in biogas
2. Cooperation agreement between BPR and the Ministry of Infrastructure

This cooperation agreement sets out a collaborative program to enable farmers who meet specific requirements, including having at least 3 or 4 cows, to get easy access to a loan for the construction of a biogas digester in their homes. The biogas digester will provide energy for the household for cooking and lighting needs. The biogas loan product has been developed by BPR in collaboration with MININFRA and will be rolled out over the coming months in all BPR branches countrywide. It is expected that this new credit line will support up to 15,000 farmers.
